The buying policy is an integral part of the Claudius Regaud Institute's general policy. It is vital for us to create special and long lasting relationships with our suppliers. They are based on three values:
In a context of rare resources and market globalisation (with the 19 other cancer centres), the Institute is demonstrating a double desire to reduce operating costs and to develop an eco-responsible buying approach. Three objectives guide our actions:
Increase the use of new technologies
Adopt E-procurement
---
It is now obligatory for all the Institute's users to use the ERP via the E-procurement portal for all buying requests directed at the buying department. The tool steers the process and provides tracking facilities.
Electronic Orders
---
Orders from the buying department will now be electronic so that they can be transferred via EDI, email or fax to suppliers via the E-procurement portal of the economic interest group.
Globalise requirements with the 19 other French cancer centres
---
Buying alliances are in place between the different cancer centres. In the long term, buying will become centralised and a regional department will be created.
90% contract buying
---
Contracts are required for all the Institute's internal references. Buyers who do not meet this requirement will not be considered.
Managing relations with the supplier
Improving the relationship between the Buyer and Supplier
---
Streamline the number of suppliers in the same buying segment. Relationships with suppliers are part of a risk management and performance improvement approach.
Systematic approach to the total cost of ownership
---
The buying department integrates the supplier's value chain into that of the Institute. The consideration of the cost of a product alone is no longer sufficient. All components across the lifecycle of a product must now be taken into consideration.
Meet our commitments to sustainable development
100% sustainable development
---
Conforming with the Institute's commitments, the buying department has created an ethical policy, incorporating the 10 principals of the UN Global Pact. Included as part of tenders, this text is given to suppliers.
